Kelly Murphy, PsyD, LPC

Kelly Murphy brings 25 years of executive leadership and clinical expertise to her role as Chief Executive Officer. She is an organizational psychologist specializing in leadership and organizational development, human performance, workplace behavioral dynamics, strategic process improvement, and organizational transformation. Grounded in the belief that lasting organizational success begins with investing in people, culture, and strong leadership, Kelly is known for balancing strategic vision with authenticity, empathy, and operational excellence.

Kelly holds a PsyD in Leadership and Organizational Development, a Master’s degree in Clinical Mental Health Counseling, and is a Licensed Professional Counselor. She is passionate about advancing innovative, person-centered healthcare organizations and building high-performing teams that create meaningful, sustainable impact for the individuals and communities they serve.

Jennifer Martinez

Jennifer Martinez, holding an MBA from the University of Arizona, serves as the Vice President of Administration at Spectrum. She firmly believes in the fundamental right to quality, affordable, and accessible healthcare for all, regardless of circumstances. Jennifer’s position as a leader at Spectrum is rooted in her passion for the organization’s mission, commitment to community well-being. She finds excitement and opportunity in Spectrum’s dynamic environment and values the dedication of the individuals contributing to the organization’s mission.

Gina Vega-Mendez, LMSW 

Kyria Arasim, LPC 

Kyria Arasim serves as Director of Adult Services at Spectrum Healthcare Group. She holds a Master’s in Clinical Mental Health Counseling from the University of Colorado Colorado Springs and is a licensed professional counselor. In this role, she oversees the department’s outpatient programs and crisis mobile team, collaborates with other departments to ensure quality integrated care, and coaches behavioral health staff on clinical interventions while developing training and support programs to strengthen the team. 

She has played a key role in expanding Spectrum’s wrap care and supportive services programs across the state, helping deliver high-quality, accessible care for children and adults in need. Passionate about supporting the professional development of clinicians, Kyria is driven by her goal to ensure communities and individuals have access to quality mental health care. She leads with a collaborative, connection-focused approach that builds strong teams and fosters a supportive environment for both staff and clients. 
Outside of work, Kyria enjoys spending quality time with family and friends. 

Tami VanDyke

Tami VanDyke is the Director of Medical Services and Population Health, and brings over 20 years of experience across Primary Care, Behavioral Health, and Substance Use Disorders. She is passionate about patient-centered care and leading community initiatives that drive lasting change. Tami’s work is grounded in the belief that every individual deserves compassionate, comprehensive support for both their physical and mental well-being.

Shannon Gamache, LCSW 

Shannon Gamache is the Director of Children’s Services at Spectrum Healthcare. Bringing decades of experience in behavioral health, she is a dedicated leader committed to improving the well-being of individuals and families. Shannon has a master’s degree in social work and is a licensed clinical social worker bringing both clinical expertise and strategic insight to her work. Her career includes 22 years in senior leadership roles, where she has specialized in program development, process improvement, and strategic planning. She has a proven track record of building and strengthening services that enhance access, improve outcomes, and drive organizational effectiveness. Known for her collaborative and results-driven approach, she is passionate about creating systems of care that are both high-quality and sustainable, ensuring that clients and families receive the support they need to thrive. Outside of her professional life, she enjoys spending time cheering on her son at his sporting events, a role she values just as much as her work in the field. 

Cody Quintana

Cody Quintana is the Director of Information Technology at Spectrum Healthcare Group, bringing over 15 years of experience at the intersection of healthcare operations and technology. His career spans IT infrastructure, EHR systems administration, population health, and operations management, giving him a rare ability to bridge clinical workflows and technical solutions. At Spectrum, he leads technology strategy across Arizona, with a focus on building systems that support staff and improve the delivery of patient care. A Cottonwood, Arizona native, Cody’s work with Spectrum feels personal, as the organization’s main campus grew from the same community where he was born and raised

Shannon LeBlance

Shannon LeBlance is a strategic Human Resources leader with more than 15 years of experience across military and healthcare settings. She partners closely with executive teams to thoughtfully guide organizations through periods of growth, ensuring that people, culture, and mission remain at the center of every decision. 

She brings deep expertise in regulatory compliance, workforce strategy, and organizational development, with a strong focus on creating environments where employees feel supported, valued, and empowered to do their best work. Shannon has led large, geographically dispersed teams, strengthening culture, fostering engagement, and maintaining a steadfast commitment to both operational excellence and high-quality patient care. 

Shannon holds a Master’s degree in Human Resources Management and is passionate about developing compassionate leaders and building collaborative, resilient organizations that make a meaningful difference for employees, clients, and the communities they serve. 

Debi Cartia

Chief Randy Taylor

In 2016, Randy was elected to the board of directors for Spectrum Whole Health and currently serves as the president of the board. Randy also serves as the chairman of the board for Yavapai Partners Against Narcotic Trafficking and is on the steering committee for the Yavapai Mental Health Coalition. Randy has been a police professional for 46 year and holds a doctorate in management, a master’s in organizational leadership and a bachelor’s in criminal justice. He is a professor of sociology for Fort Hays State University and teaches criminal justice at Yavapai Community College. He has many publications to his credit, two are in the Library of Congress. In 2018, he co-authored a book entitled, “Ethics for the Public Service Professional”. He is married and had three children; a son recently passed and was a project manager at Sierra Space in Boulder, Colorado. His daughter is a probation officer in Ft. Collins, Colorado and his other son is an officer with the Clarkdale Police Department.

Rob Olson

Hailing from Scottsdale, AZ, Rob Olson began his professional journey as a Crew Chief on Chinook helicopters in the US Army after high school. During his military tenure, he obtained his A&P aircraft mechanic’s license. Following Rob’s service, he ventured into international roles, maintaining helicopters in Egypt for nine years and later in Saudi Arabia for Saudi Aramco in the Arabian Gulf. Returning to Scottsdale in 1995, he eventually transitioned to managing his family’s business, Briar Patch Inn, in Sedona, while also engaging in property development projects for various entities. Over the years, Rob has actively served on several boards, including Camp Soaring Eagle and Seven Canyons HOA, and currently holds the position of the longest-serving Board Member and Vice-Chair of Spectrum Healthcare Group. Alongside his endeavors, Rob is married to a beautiful and amazing hard-working lady, who owns Mai Thai on Main restaurant, and is proud father to four incredible children. He enjoys playing golf in his spare time and watching sports. Go Cardinals!

Tom Pender

Tom Pender, a distinguished professional with a Bachelor of Science in Engineering, has made a profound impact on the engineering and construction landscape. With a background in municipal engineering, he served as a City Engineer for 6 years, showcasing adept budget management and overseeing large-scale projects. His entrepreneurial journey began in 1984 with the founding of his first successful business, which has since flourished under his leadership. As the CEO of a thriving construction firm, an engineering enterprise, and a portfolio of commercial and industrial real estate rentals, Tom has emerged as a notable industry leader. Elected to the Board of Directors for Spectrum Healthcare Group in 2017, where he serves as the Board Treasurer, his strategic insights and financial acumen have been instrumental in furthering the organization’s mission. Tom’s unwavering dedication to excellence continues to shape the engineering, construction, and healthcare sectors, setting a high standard for professionals in the industry.

Richard Dehnert

Richard Dehnert has an extensive 14-year career in behavioral health, including pivotal roles in clinical work, community relations, and as a mental health first aid instructor, all in service to VVGC/SHG. He has dedicated himself to serving the mission of Spectrum Healthcare. With his history at Spectrum, along with being a former radio journalist and station owner, he brings a unique blend of communication skills and a profound understanding of the importance of mental health awareness to the organization. His involvement in the community of Clarkdale, AZ, where he served as a Town Council member and Vice Mayor for over a decade, reflects his deep-rooted commitment to fostering a healthier and more resilient society. Additionally, his active engagement in various regional and statewide boards, including the Yavapai County Board of Health and the Arizona Council Board of Directors, has provided him with a comprehensive understanding of the intricacies of healthcare management and community engagement. Personally, his fulfilling family life with wife, Krysta, and their four grown children continues to inspire his dedication to promoting accessible and comprehensive healthcare solutions for all.

Miranda Fisher

Miranda Fisher is the Town Manager for Camp Verde, Arizona. Before transitioning to municipal government, Miranda spent a decade in executive-level leadership roles within the health and human services industry, where she worked extensively with diverse populations, including individuals with disabilities, those overcoming addiction, youth, and the elderly. This experience cultivated her passion for leadership and administrative oversight as powerful tools for driving organizational success and meaningful community impact.

Miranda later brought this expertise to municipal government, starting as the Town Clerk for Nederland, Colorado, where she grew up. Within six months, she was promoted to Deputy Town Administrator/Town Clerk, and by June 2021, she was appointed Town and Zoning Administrator, a role she held for nearly three years before accepting the Town Manager position in Camp Verde. Miranda has been with Camp Verde since May 2024.

Miranda holds a Master’s and Doctorate in Public Administration, along with Graduate Certifications in Public Sector Human Resources. Her doctoral dissertation, “Motivation to Break Through Occupational Barriers: A Case Study of Female City Managers’ Career Progression,” examines the challenges and opportunities for women in municipal leadership.

With a unique blend of health and human services expertise and municipal leadership experience, Miranda is committed to fostering policies and programs that enhance community well-being and promote equitable access to resources.
